Can these cord organizers lock the cables in place?

Yes. The wire clips have the "gripping hole" design that can be adjusted to lock the cable. Wires wil be tightened without slipping.

Can the wires be removed from the clips?

Yes, it works like a clip. With one hand holding down the cable clip and the other hand opening the latch, you can easily take the wires out of it.

How to remove adhesive backing?

Heat the wire holder with the hairdryer about one minute and then peel off it with a ruler. A more efficient method is to apply some adhesive removers (e.g. Goo Gone, WD40) and carefully and gently try scrapping it off.
