Can USB C hubs with HDMI and VGA ports expand 3 different screens on the Windows PC?

Yes, they can. Because Windows computer systems support MST, which is able to expand 3 different screens.

However, Mac OS system computers like MacBook don't support MST, so the three external screens that expand outward are the same.

Important Note:

Max resolution support: 4K@30Hz 3840*2160. Whether in mirror mode or expanded mode, when only using dual HDMI ports (Without VGA) can achieve up to 4K@30Hz 3840*2160. Conversely, when using both HDMI and VGA at the same time or single VGA, only achieve up to 1080p@60Hz 1920*1080.
Triple Display for Windows: Only support the Triple display for Windows. In extend mode, allows you to display the content of your laptop to 3 monitors which maximum output up to 1920*1080@60hz resolution.
MST FUNCTION: Mac OS does not support triple display. Only supported by Windows.
Mac OS System: For Apple laptop, its not support extend 3 different screens, which is limited by Mac itself. It means that the three external monitors are same. but laptop screen can display the different screen.
Not support some usb c devices: To use this product the host USB-C port from your device must support DisplayPort Alt Mode For using display function, please confirm the type c port on your laptop supports video output. so please let us know if your devices are not in the compatibility list of user guide.
4K HDMI Display: The final resolution of HDMI output depends on your host devices. (Only when your devices support 4K resolution, the video output will be 4K). Use HDMI2.0/DP1.4 or above cables for optimum performance.
